In a recent New York Times article William Gibson talked about walking in London and being struck by the abundant surveillance devices. I remembered what he said as I was walking through Berlin. He said, "...the street itself seeming to have evolved sensory apparatus in the service of some metaproject beyond any imagining of the closed-circuit system's designers."
